How can I make a bike rack at low prices, without welding or drilling?

I have things on my bike a lot, and I often to improvise. Occasionally use a duffel bag on my handlebars, but it does not do much. Yesterday I had a big box VHS tape attached to the front of the handlebars, and when arrived at the front wheel started to go, and scattered in all lanes, I realized that I had to act quickly to get a better way to transport things.
