What should I offer on a motorcycle if they are asking $750?

I am looking to buy a 1983 yamaha Virago 500. Here are the specs listed and the seller is asking $750.00

19,000 miles
recent tune up
new tires
new brakes
new electrical
new battery
soft saddle bags
great learner bike

I would go with the full price in my pocket.
I might offer 700 while being prepared to pay the asking price.
I’m reasonably sure the offer would be turned down, but it’s almost always worth a try.
